MEET THE GOVERNING BOARD AT IMAGINE ANDREWS PCS

James R. Estepp

President

James R. Estepp is the president of the Board of Directors for Imagine Andrews Public Charter School. Estepp has been an influential member of the Prince George’s County business community for many years. His organization, the Andrews Business Alliance, helps to spur business and development in the areas surrounding Andrews Air Force Base. Estepp works closely with senior base leadership as a liaison to the Prince George’s County community.

In addition to Alliance, he serves as director of operations for the Greater Prince George’s Business Roundtable in Bowie. Estepp received a BA in History from Rutgers University.

Rosalind Bishop

Board Member

Ms. Bishop is a member of the Board of Directors for Imagine Andrews Public Charter School and is the Regional Manager at Andrews Federal Credit Union. Ms. Bishop has over 30 years of management experience in the banking industry. She had led, managed and supervised large staffs and full-service branches with high traffic volumes, complex operations and diverse teams of various experience levels.

Kenyatta Hines

Board Member

Kenyatta Hines is a dedicated Naval Officer with 12 years of military service, originally from Atlanta, Georgia. Her passion for spiritual leadership is matched by her commitment to holistic wellness and uplifting those around her. Outside of her calling, Kenyatta enjoys fitness, music, and finding meaningful ways to serve others. Her life and work reflect a mission rooted in compassion, resilience, and purpose. As a board manager for Imagine Andrews, she is hopeful to provide governance, oversight, and strategic leadership to ensure the success and sustainability of the school and all components it encompasses.

Sammaria Hopkins

Board Member

Sammaria Hopkins serves as a member of the Board of Directors for Imagine Andrews Public Charter School, leveraging her extensive experience in HR strategy, program development, consulting, and operations to advance systems and organizational goals. With a career that spans healthcare systems, higher education networks, and nonprofit leadership, Sammaria offers a deep understanding of compliance, budgeting, and organizational development. Her M.B.A. and MDiv. degrees uniquely position her to lead with both business acumen and compassionate insight. Passionate about community impact and educational equity, she is committed to helping the scholars of Imagine Andrews Public Charter School thrive in safe and empowering learning environments.

Quentel Penn

Board Member

Quentel Penn is an Active-Duty U.S. Navy JAG Officer and command services attorney with extensive experience serving on board Fast-Attack Submarines. During his enlisted career, he completed one surge deployment and two EUCOM strategic deployments critical to national security. Quentel’s exceptional performance earned him selection into the highly competitive Navy Judge Advocate General Corps In-Service Procurement Program (JAGC-IPP), leading to his commission as a naval officer upon graduating from law school and passing the D.C. bar. He holds a Bachelor of Natural Science from Excelsior University (Summa Cum Laude) and a Juris Doctor with a specialization in National Security Law from Georgetown University Law Center (GULC). Additionally, Quentel holds a Master of National Security Law from GULC (With Distinction), underscoring his expertise in navigating complex legal challenges at the intersection of law, security, and military operations. With his passion for education and children, Penn plans on collaborating with other board members to establish the mission, vision, shared values and long-term goals of Imagine Andrews, the school district, and the region as a whole. He plans on ensuring policies and initiatives aligns strategically with the educational equity, scholar achievement, and community needs.
